Not sure if this adds to the discussion but I have been running the engineering department for a group of stations in Honolulu for ten years. I know that we aired the alert and the subsequent retraction. A lot of other stations did not air the retraction because of the different codes they used. What scares me is that I was asked to explain how I programmed my Sage Endec and what might the other stations be missing. I literally used the State EAS plan when I programmed all of the EAS units and I have had no issues. I gave them all configuration files and nothing heard from that point. There is no transparency I see in HIEMA (Hawaii Emergency Management Agency), so it is probably the misinformation that pointed to a military presence. Rest assured, I have only dealt with civilians at HIEMA. The true people at fault still have their jobs and the scapegoats were fired or resigned. Encourage more of us younger engineers to use Ham Radio. I can't stress how important communication is in an emergency. The first call I received that day was family telling me goodbye. I still don't think there were enough changes made to make sure this never happens again. Hawaii has had other false EAS alerts before from the NWS.
I will see myself out since I like to read these lists.
Aloha,
