[EAS] FW: Form-Two Deadline - No Time Zones Stated!

On August 12, is 11:59 PM, aka 23:59, at the latest. 24:00 or 00:00 is August 13th.
My "vote" is to do it BEFORE the clock strikes midnight at the end of the day on August 12th.
Like I said previously, the argument for removing the reference to Eastern Time, was to help level the playing field for everyone. If that reasoning was factored into the decision, it supports the deadline being in local time.
As usual, we can't be in the heads of those making the decisions. We can only look at the case as presented and decide for ourselves.
