Do it in DC time, except as otherwise expressly provided by law (4 USC 72)
or...
Do it in standard time of the zone within which the act is to be performed (15 USC 262)

It seems like there would've been less confusion if the FCC had left the time zone reference in place!

I, for one, generally find less confusion when more information provided, not less.
Leaving the time zone reference out would have just caused me to ask "What time zone? Mine or theirs?"!

Oh, and my vote for Midnight is the end of the day (23:59). 00:00 is tomorrow.
