The 1994 EAS/SAME protocol codes do not include information which would 
enable sub-event filtering.  A human could listen to the audio, but 
the intent of EAS is automated forwarding instead of requiring human 
intervention.

The additional text slugs are included in the weatherwire full text 
products and NWS CAP messages.

News stations with full-time broadcast meteorologists on-staff pay for 
commercial weather software systems. Full-time news stations don't use 
EAS, because they have people making decisions.

Non-news broadcast stations don't.
