Although Apple (iPhone) and Alphabet (Google/Android) hire some of the
best UX designers in the world, their management seems to consider WEA a
"compliance" thing and determined to make it as cheap, ugly and unfriendly
as possible. Probably the same management decision why EAS on some cable
systems looks like it was generated by a 1980s Amiga computer.
I (and other people) have suggested WEA 3.0 mobile devices with
geo-location capabilities could show a cached map or graphic showing the
location of the mobile device in relation to the geo-target warning area.
Its not a standards or regulation thing, its an OEM/ODM choice. Mobile
devices don't have the storage for a complete map of the world. They
usually have a recently used cache of map tiles of the vicinity.
Although sometimes progress is made. After years of Amazon Alexa product
managers saying no one has ever asked for alerts and warnings on their
Alexa smart speakers, in 2020 Amazon Alexa added a severe weather alert
feature to their smart speakers. Severe weather alerts are turned off by
default, and consumers need to manually enable it.
