[EAS] NWS Alerts and messaging

Back in "the day" we would have highway maps in front of up, radar if available, and the NWS teletype.  We would interpret the warnings, giving towns, highways, even mile markers involved.  We knew our audience was mostly mobile, so we made it easy for them, as well as those traveling through our area, to understand where the threat was.
In the late 80's we got a nice letter from a lady that was traveling through, enjoyed the shows, and appreciated the precise location we gave.
