A friend of mine of mine was on a business trip to a small community in the
Midwest last year. On her way back to her hotel, she heard an EAS activation
on the radio for a tornado. The audio included a long list of counties.
Unfortunately, she didn't know if she was in one of the counties on that
list. She spent a few nervous minutes driving to the hotel, looking out the
windshield for a tornado, while she noticed that the other drivers didn't
seen in a hurry to get anywhere. The hotel clerk reassured her that the
warning was not for their county, but she still had a restless night. And
yes, she did get the county name from the clerk.
No, she didn't receive a WEA message. She has, or had, a really old cell
phone. After I lectured her for a good 20 minutes, she still has a flip
phone but this one is WEA-compatible.
"Pinpointing" is not an exact science yet, but it's definitely the culture
of NWS. If I heard that a tornado was sighted 20 miles to the north of my
location, I'd be out the door chasing it, but that's just me. We only get
F-0's and F-1's here!

Part of the problem is that the NWS is "pinpointing" their severe weather
