[EAS] EAN redux - FEMA

Again, thank you. 

EANs have the unique characteristic that they have no time limit, and while active, no other alerts can come through. 

This is a serious flaw if it is misused.

If it was used for command and control, and roots or other bad outcomes resulted, it would not be possible to send out further warnings.
