[EAS] EAN redux - FEMA

Rich/All:

Those of us who have worked with FEMA on PEP know some of the people who are still involved with administration of how EAN's are issued.

For those people I know who are still part of the EAN component for continuity of government, I have great confidence they will do the right thing.
