Seems to have evolved into some form of N.I.M.B.Y.
Everyone wants to be warned, but doesn't want to have tests on their phones.
Major players want everyone to be warned but aren't willing to do what's needed.
Or as interpreted from Rod's comments, major players are shooting themselves in the foot.

If they won't, perhaps time to re-consider using them for a source?
That's probably exactly what they hope will happen.
