Does Premiere have anyone that participates in EAS, at any level?

As we found out, long ago here in this State, the way to get anyone to
increase their level of participation is to bring them 
Into where the decisions are made and give them a seat at the table.     Of
course this is easier to do at the state level than at the federal one.
This is just another reason why Washington State has been advocating in our
filings with the FCC that some sort of NAC be re-constituted so matters like
this can be discussed with all the stakeholders at the table.
Unfortunately the Federal entities appear to be more interested in
protecting their silo's or scope of authority and fear that such a think
might not be in their best interest?

Premiere Networks participate as a PEP source on a voluntary(*) basis. 
FEMA can't lean on them too hard (or at all) because FEMA needs them more
than they need FEMA.

Premiere can "unvolunteer" at anytime leaving FEMA begging for other
volunteers.  Obviously, there is a small business benefit of participating,
because they get to claim public interest reasons at the FCC.

(*) I believe they originally "volunteered" as part of some anti-trust
merger conditions.  But I couldn't find the news story, and in any case
antitrust conditions usually expire after a few years.
