[EAS] so what do we know about the NPT?

Less paperwork from the Federal Paperwork Police? HA! Ain't gonna happen.
But Allen does raise a valid point. All of our national tests have been during daylight hours. That's all fine and good, as long as any and every national alert happens during those hours. Given the power and pattern changes many AM stations have during nighttime hours, NPT propagation would be very different.
I think it's worth running a nighttime NPT sometime, just to get a picture of what national alerting would look like during those hours. If it ends up being disasterous, FEMA, IPAWS, etc. should know that.

If it could be done overnight, with minimal program interruption, and (most importantly) without the boatloads of documentation that the NPT requires, I could get behind it.
