That's an interesting comment from Al K.  I would note that I got several inquiries from video providers (not just TV) about the FCC's "friendly reminder" about accessibility.  That might also have confused things from some folks, who voiced questions about the standard EAS text not matching the voice content of the message.  The Part 11 vs. Part 79 confusion that pops up from time to time.

Reviewing that clip I suspect that it may have been a planned, lawyer-driven solution to what appear to be conflicting Commission Rules regarding EAS and accessibility. Video service providers are stuck between Commission Rules driven by the 21st Century Communications and Video Accessibility Act and technological limitations of basic EAS as described in Part 11 which what was tested on August 11th.
