For broadcasters its more work to make a "fake" EAS than a real one.
I know YouTubers make lots of fake EAS, and I double check if the header
matches the an alleged source in the youtube recording. But broadcasters
have the EAS equipment to generate real EAS.
In 2019, KCWX TV2 did the same "fake" EAS. In 2018, KCWX TV2 is missing
the text crawl. It looks like something wonky is going on at KCWX.
As I said before, there isn't a penalty for a failed EAS test. You just
have to correctly log the failure in the station logs, and
investigate/repair. Putting false statements in the station log or filed
Form 1, 2 and 3 -- that's a different level of lawyering.
I would love to see the Forms 1, 2 and 3 filed in 2018, 2019 and 2021.
