A "mesh" for EAS was part of the original 1994 architecture. But the 
mesh architecture devolved back into a "daisy-chain" in all state EAS 
plans.

While a mesh architecture is theoretically better, its more complicated 
(for humans) to understand and maintain. A daisy-chain is easier for 
humans to implement and check.

For your immediate problem, you need to update your Form 1 adding the
additional monitoring source.  Then the out-of-state monitoring source 
will then appear on your Form 3.
