I've used HDHomerun products for several years to monitor the PBS WARN
datastream (i.e. WEA national backup datafeed). They seem to last a long
time.

And I just bought a ATSC 3.0 HDHomerun device last month to watch how the
Washington DC/Balitmore handle the national EAS test on their ATSC 3.0
transmission signal. I don't have a Dolby AC-4 decoder for ATSC 3.0 so I
wonn't be able to record it. I'll have to watch it "live" on my tablet.

Unfortunately, the HDHomerun products do not include any analog outputs.
You need a PC, tablet or raspberry pi to convert the HDHomerun IP stream
into an analog audio output for an EAS box.

There are some eBay listings for old cable head-end ATSC tuners with
analog outputs. Always a crapshoot how "gently used" eBay equipment is.
I expect the eBay used market will be flooded with old tuners in a few
years, when cable systems replace their ATSC 1.0 tuners with ATSC 3.0
tuners. But not yet.
