Sean, Et Al.,
Cheap is cheap. IMO better off spending a few more bucks now and not worry about MTBF.
HomeRun seems to be a good value and ATSC 3.0 ready: https://www.silicondust.com/product/hdhomerun-flex-4k/
Cheaper version ATSC 1.0 only: https://www.silicondust.com/product/hdhomerun-flex-duo/
I only know of these and have no experience with them.
Top of the line (IMO) is the WISI Inca: https://wisi.tv/products/inca-modular-series-4400-high-density-transcoder
Capabilities galore, price very competitive when licensed for just 8VSB. (ATSC 3.0 coming soon)
Builtin extensive statistical analysis. Best GUI you have ever seen on an IRD.
I have extensive experience with these. If interested, please drop me a note, and I'll get you in touch with the WISI USA sales rep.

|| The cheap ($25-$50) ATSC set-top converter boxes last only about 18 months before failing. I don't want to buy a $1000 cable head-end ATSC tuner. ||
