This is another one of those corner cases, the FCC won't answer questions 
about.

DASDEC, TFT, Trilithic, and Sage each process FIPS codes slightly 
differently.  I understand each of their justifications, and none are 
technically incorrect.

The National Weather Service (the creators of the SAME protocol), wrote
very detailed FIPS matching instructions.  Those detailed FIPS matching 
instructions were incorporated into the ANSI/CEA-2009 for weather radios. 
But not in EAS Part 11.  That wouldn't be a problem if there was a 
published National Concept of Operations because each manufacturer could 
provide instructions in their manuals based on a national CONOPS.

Without a national CONOPS, we're left with incompatible corner cases in 
national EAS operations.

Don't just add "000000" to random parts of your configuration.  That will 
make a mess of other things, under the wrong conditions with different 
manufacturers doing different things.  Follow your manufacturer's 
directions where to put "000000", even though it won't cover every corner 
case like this.
