[EAS] Public Warnings

Once again, there is a reason why emergency managers (alert originators) have multiple tools in their IPAWS toolbox.  WEA is good, but not perfect.  EAS is good, but not perfect.  Anecdotally, we now have seven mobile devices across three carriers in our household.  Last time we got a WEA alert 4 of 7 devices displayed the alert.  I've triple checked the settings in all the devices.  4 of 7 seems to be pretty a pretty consistent result in our family not-so-random sample.

And, since this is a broadcast EAS list, I'll note how dismaying it is to hear some of our governmental partners mention how they see EAS as a less useful tool.  The focus is almost all on WEA.  And yet, here again is an example of where EAS would have played an invaluable role in filling in the gaps for WEA.

It's an increasing trend to hear local EMs downplaying the role of broadcasters, and almost singularly focus on WEA.  That IMHO is a deadly strategic mistake.
