[EAS] Trouble with new IPAWS certificate?

Yeah, I got nothing - but I'd expect nothing less... :)
Last one I logged was back in April - but I did update all my certs.
I can't spend a lot of time on this severely broken system when I have
actual live stations doing NWS/NOAA Tsunami alerts..... <SMH>
