[EAS] Warning, Again

The small part of CA that has not burned is now burning.

One good friend lost his home on Monday in what is called the Glass Fire.

The SF Chomicle is again full of complaints "they were not warned". 
Some emergency warnings went well outside of the desired area and that 
is blamed on FEMA (probably IPAWS).  Some are complaining about cell 
service.  Looks like many did not realize that VoIP doesn't work after 
the power fails.

Once again why EAS is not at the head of the warning list amazes me.
