[EAS] Alerts for multiple dam breaks in Michigan

The National Weather Service uses the same code (Flash Flood Warning) for 
both dam breaks and storm flash flooding.  My impression is few EAS 
participants automatically air FFW anymore. This year, NWS changed WEA 
messages to use impact-threat to reduce the number of FFW alerts.  Only 
impact-threat of "CONSIDERABLE" and "CATASTROPHIC" trigger WEA 
activations now.

NWS issued "CATASTROPHIC" Flash Flood Warnings for the dam breaks, 
activating WEA and Weather Radios.  I've seen broadcasters with on-staff 
meteorolgists covering the event extensively.

Several local officials issued EAS and WEA Immediate Evacuation (EVI) 
alerts for downstream areas.
