[EAS] Questionable EAS Activation

A Civil Danger Warning (CDW) was sent and twice in the message it was 
stated it was NOT an emergency and apologies were made for sending it.
Advise anyone that received it to make the False EAS Message Report to 
the FCC within 24 hours, or as soon as they realize it was a false EAS 
message (when you tell them).
It would be the same as sending out any other short fuse event emergency 
alert, but stating that there really isn't a short fuse emergency.
What will happen is a lot of huffing and puffing at the Federal level 
which will result in guidance being issued which can then be used by 
alert originating authorities to stop this kind of misuse of EAS.
If we start allowing PSA's via EAS we might as well unplug the boxes, 
pull the XLR's and plug them into each other, and remember EAS for what 
it was and might have been.
