Only one person in a jurisdiction must pass the FEMA IS course. There is
no requirement for on-going training, or the person remains with that
agency, or that anyone else using the IPAWS system take any training or
policy.
Very few PIOs or emergency managers have any public alert & warning
training. The (invalid) assumption is public warnings are the same as
press conference training or using social media, i.e. twitter.
The Nevada alert sounded more like a public service announcement. If
public health officials had prepared a PSA, and distributed to local
broadcasters, I think many station PMs/GMs would have added it to their
broadcast rotation.
I've noticed a lot more PSAs about COVID19 filling ad spots, because paid
advertisers aren't advertising.
