[EAS] Questionable EAS Activation

Whomever issued this IPAWS CAP EAS message or reviewed it before sending it either did not take the requisite FEMA IC courses, totally misunderstood them, or willfully violated their precepts:

Tracing back to the OASIS vetted version of CAP for warnings, CAP V 1.2 clearly spelled out what constitutes the rationale for issuing a warning. This definition is an integral part of the FEMA IC courses that all Alerting Authorities and Alerting Administrators are supposed to take and put into practice.

While the motive for issuing this message may have been based on a perceived need to get information to the public (i.e., A Good Deed), there may be a need for review and retraining to prevent future messages that should go out to the public in other ways. I would think retraining and not punishment for this alleged "good Deed" is indicated.

I liked Adrienne's choice of the erstwhile and short-lived "Bullfrog County" that, as some know, had a population of "zero" -- during its short life as a political division. Interesting story in itself connected with how Nevada dealt with a proposed nuclear waster dumping site.
