[EAS] No Internet?

One of the reasons why the WA-State SECC continues to insist that we
maintain and routinely test our Analog/Wireless back up systems.
The Internet is wonderful and powerful - However it can represent a classic
SPOF.
I asked a gathering of Emergency Managers a while back the following -
> What needs to fail that you would call in the Ham Operators to save the
day?
> Could it be that you removed the equipment that would have enabled you to
continue operations that means that the Hams are now your life-line?

It looks like Spectrum/Charter has been having multiple internal network
problems in multiple regions across the country for the last 12 hours.
It does not appear to be affecting other major providers.
