"In the alerting tool box do the E.M.s know why they would want to also have a box cutter (EAS) when they already have a Swiss Army Knife (WEA)?"
Ah, but that's part of the problem. WEA is NOT a swiss army knife. It is meant to be a smaller, more precise knife (scalpel) than EAS (a saw - surgical saw or chainsaw, your choice of metaphor).
A problem is that EMs are using WEA as an all-purpose swiss army knife - for everything from "real" alerts to generic and arguably non-emergency information. And they don't know (or are afraid to) use EAS - it is the big vintage knife in a kit of small, flashier knives. Not all of well are being used for their intended purposes ...

Ah, but what a grand rant it was. :-)
I'm beginning to wonder if the E.M.s would even notice if we all stopped carrying their EAS alerts?
For broadcasters, it seems that EAS is a big deal, but is that just because the FCC dedicated an entire section of rules to it?
Would it have seemed as big of a deal if it remained under part 73 like it was with EBS?
Suppose then we only carry what's required in part 11?
