To this I would say (with apologies to Abraham Maslow), "If your only tool is a hammer, maybe you need to expand your toolkit."
The emergency management community at large could have used those of us who have learned much from decades of research as a consultative resource when the capabilities of IPAWS CAP came on line. Most do not. Adrienne has had experience with a few EM's who understand what emergency public warnings are all about as have I.
I would never tell a fire chief how to put out a fire or a police chief how to handle a criminal incident, but a handful of the chiefs and PIO's I have known realize that their field of expertise sometimes stops at the fire line and the police line tapes...
