I'm sure the lawyers are all tied up in the reason for CA issuing these types of alerts. If they don't, someone will sue them.
Perhaps if Calif. were to realize that WEA alerts are a possible carcinogen in their state, they'll think twice about issuing them.
Or at the very least attach the required warning to the alert.
"Using a cell phone to receive this alert, may cause cancer in the State of California."
