That's the important part, some OMB approvals, and for regulations with an 
effective date in the future.

As far as I could determine, everything was approved in old rulemakings. 
But some had 6-month, 12-month, 18-month effective dates.  So there wasn't 
anything "new."  It was just stuck in the pipeline for a long time.

That's why you pay your communications lawyer the big bucks to keep track 
of all that stuff.
