The code of Federal Regulations (CFR) is on-line at eCFR.GOV.  Telecom is in title 47.

Generally at the bottom of each sub-section is a revision history, listing the last date that section was revised.

For example Section 11.21 (properly cited as 47 CFR 11.41) which describes state and local plans and FCC mapbook, the revision history shown at the end is as follows:

[72 FR 62134, Nov. 2, 2007, as amended at 77 FR 16700, Mar. 22, 2012; 80 FR 37174, June 30, 2015; 81 FR 27351, May 6, 2016; 83 FR 37759, Aug. 2, 2018]

Hence the last revision was at 83 Federal Register 37759, dated August 2nd 2918.

Any subsequent rule changes will not be included until a certain period after publication in the Federal Register.
