Hi Richard,
I have a foot in each state NH & VT. NHSECC decided to implement Blue
alerts.
Next week I'll be at a VTSECC meeting. A state plan can suggest what
alert
filters should be programmed into an ENDEC but really cannot mandate
anything
beyond national alert code coverage. That's likely the best reason for
abandoning the daisy-chain approach. Spokes on a wheel would give each
station
the opportunity to broadcast what they feel is in the best interest of
their
particular audience/community.
As long as the Blue alert frequency isn't greater than Amber alerts I
see no reason
why stations would defer from relaying them.
The Vermont plan has a must carry list. The plan is being revised and
I'm going
to suggest the language be more broadcaster friendly and say
recommended, not must.
IPAWS is already being used as a hub in VT to reach all stations.
And I agree with you that Blue seems to be a code looking for a reason
to be used
when existing codes would suffice.
