[EAS] LP Thread / Blue Alert comment from Vermont

I'm still wondering what politicians and police agencies hope to accomplish with Blue Alerts that could not be accomplished with existing EAS codes.

Granted legacy "SAME" EAS lacks the ability to provide specific text information, but IPAWS sure does.

Also wondering how many EAS Participants may not wish to do anything more than receive and log them? Having talked to some in my state, I do not hear any enthusiasm to modify local plans to list Blue Alerts as "Must Carry". 

Even then, would identifying the Blue Alert EAS code in Plans as "Must Carry" in a voluntary system have much weight? 
 
LP stations in theory "volunteer" to relay so-called "Must Carry" codes.

In practice, I wonder if all LP's do that, or "voluntarily" pick which EAS codes they relay?
