[EAS] Time to make the LP daisy chain an option

We've never carried messages which don't have an immediate threat to life
hazard or specific call to action. We limit to TOR and FFW. SVR's are out
as they're too numerous around here. Never mind the TV talking heads go
wall to wall as the lines approach.

Message flooding doesn't begin to describe what we have occur when
multiple SVR warnings are issued for the same counties with overlapping
times and coverages.

FFW's may see a change later this year as the NWS implements their threat
assessment platform beyond WEA. Would be interesting to see if they extend
to TOR's at a later date.

I too have discussed message flooding with NWS. They are well aware of the
matter.
