The National Weather Service has been meeting with stakeholders in all 
industries, as well as emergency managers and asking for public comment as 
required of any federal agency.  As you point out, NWS' outreach included 
parts of the EAS community.

NWS is rolling out impact-based flash flood warnings starting September 
16, 2019 on the NOAA Weather Wire.  Impact-based FFW coding will be added 
to CAP (not fed to EAS) and WEA over the next few months.

NWS has not announced changes to SAME (EAS) messages transmitted over NOAA 
Weather Radio for flash flood warnings.
