That's what happens when you keep telling state legislatures "all 
disasters are local."  Legislatures wonder why spend scarce resources on 
a state-wide system when "all disasters are local?"

Of course, when state funds are cut, the money doesn't magically show up 
in local budgets.

There is a disaster role for every level of government, non-government 
organizations and individual responsibility. The challenge is figuring out 
the best mix.
