[EAS] Time to make the LP daisy chain an option

Gentlemen,

Once again Richard hit the nail squarely on the head.

FUNDING

There is absolutely no technical reason why a state or local area can 
not have a 100% reliable EAS system.

As an unfunded suggestion (and not a mandate) what we have is purely 
wishful thinking.*

For example, the State of California in its infinite wisdom defunded the 
state wide VHF CLERS system.  While the state plan asks that CLERS be 
monitored it no longer exists.

 From my own warped perspective unless and until the state and local 
areas fund comprehensive planning and, especially, _TRAINING_ we are 
wasting a lot of our own time.

*Aside.  I used to do live broadcasts of the Grateful Deal.  When you 
worked for them reality wasn't.  But they generously shared their drugs. 
  So what's your EAS area plan's excuse?
