[EAS] Time to make the LP daisy chain an option

Rod Zeigler recently contributed to the conversation with 
A well thought out post on Sept 1.

A couple of comments  regarding this statement - 

Rod - One very good reason that AM's are used for most of the PEP's is that 
you get the most coverage area for the least amount of input power.

Clay -   You are blessed with a state that is relatively flat and has 
Good ground conductivity.    Out here (Washington State) 
You could not generate enough power to cover the entire
State with one station.   Topography and conductivity will not 
Look at the size and shape of California.    

Rod - The number of FM's it would take to cover 
the same area is exponentially larger and financially impossible to 
implement and maintain. 

Clay - Again, spoken like a flat-lander with good conductivity.

Rod - State plans can have internet feeds since these are overseen by the 
State and do not have the same prohibitions as a Federal EAN source has. 

Clay - I greatly prefer wireless distribution systems..  However we do
Have some participants that are using IP systems for monitoring
(A pair of Barix boxes can solve a lot of issues where there is no
RF Path) 

Rod - This is also why the noise floor becomes close to 
inconsequential should the PEP system ever have to be lit up. No 
utilities means a much lower or close to nonexistent floor. 

Clay- Nothing like a massive power failure for reducing noise pollution.

Rod - I concur that daisy chains need to be eliminated where they can be and

reduced to the fewest hops where they can't. 

Clay - In my experience, the reason we still have a Daisy Chain is because
The FCC was reluctant to try and come up with something better during 
The transition from EBS.    I know of no-rule that states that a Daisy Chain
Distribution system must be used.   I do know that Frank approved the 
Washington State Plan back in the last century that did not make use of it.
