[EAS] Time to make the LP daisy chain an option

Illinois has relayed their state issued messages by 50 or so 44Mhz base
stations since the beginning.  They have two groups with overlapping
coverage and offset times so that when if a given TX goes down, another
more distant, but receivable station can be heard.

The challenge occurs when there are local plans for
municipalities/counties who do not use the same system or frequency. It
then become a hodge-podge of delivery should they send it by radio.

Then there is the matter operational security of the system...nuff said
there.

No system is full proof....
