[EAS] Time to make the LP daisy chain an option

The daisy chain while it may have some measure of usefulness has been
superseded by technology. We didn't have ready access to satellites when
it was created 50 years ago.
No system has the resilience to span any pre-event to recovery messaging.
But outside of a space based event, many satellites can see just about
everywhere in the US.
And while every emergency is local, alerting is not.
And the FCC wants to supplant satellites now...? Oh the wisdom of wonks
with no field experience.
