Wish it were that simple Dave!
For starters, state agencies worry about liability and maintaining
control over volunteers!
Those responsible for the CERT program in my state did a poor job of
understanding CERT
and how to work with volunteers. The folks in emergency management who
work with the ham
community RACES seem to get it right. That said, the state does not
fund RACES. So all
of the repeaters and of course mobiles and home stations are whatever
the hams can build and
maintain. And in some states, they won't allow ham repeaters at state
tower sites even if
that's the only game in town. Sigh!
I'm the trustee of two repeaters at one of my commercial FM sites. The
owner offered
free space on the tower and in the TX building, which also means free
electricity. One of
the repeaters is part of the DMR network which uses the Internet to
connect to a bridge to
every other repeater in the US that's on the system.
