To me the "tones" sound more like a siren than anything EAS related.
The EAS alert text is shown on a phone that someone is holding.

There can be a thin, subjective line between something that might
sound like an EAS alert and something that does not.
IMHO, this example isn't even close to crossing that line.
Kudos to the producers for any effort they may have put into not
making this sound EAS-ish.
