Radios can run on batteries which the public is well aware and conditioned
of the need for short periods of time. This is different than the great IP
conversion which most people don't associate the same need to keep modems
going. Power failures essentially islands everyone with those services who
don't have UPS/generator power on those devices. Reverse 911...useless.
75+ years of dial tone always has conditioned the public that phone
service is power failure tolerant. Something it is not with with IP and is
a rude awakening when the power drops and one can't call 911.
Now...some ISP's are touting batteries within their modems with a wireless
back-up for phones and IP for power and service outages. Comcast here is
promoting as much as 10 hours back-up for their business service. But not
for their home home(Xfinity) service.
Again, 95% of the public won't or doesn't understand the difference.
So...there is a lot educating needed.
As for the condition of infrastructure, well....the actuarials and bean
counters have it figured out... (GR)
Add me to the crumgdegon (SP) list who still has copper services and
insists we have at least one at our offices for 911/emergency outbound
calling. Much like I will be buried with a soldering iron (not pencil) in
one hand, they'll need to pry copper from my other cold dead hand.
