[EAS] No Power

I wonder how many people in California have working battery-powered
radios? How many battery radios will still be working after several days
of power shutdowns?
How many broadcast transmitters will still be transmitting? How many
cable systems and local PSTN central offices? Its one of those first world
problems when people are used to utilities almost always working. In
third world countries, people are used to daily utility outages.
I saw a few California counties used the Wireless Emergency Alerts to send
alerts in advance to predicted power shutdown areas. Of course, their
websites were immediately swamped by the load.
