[EAS] Where to send complaint?

My tools showed the tone pair to be 842/944 Hz, not the EAS mandated 853/960 Hz. Duration was about 1 second in a 60 second commercial as seen on YouTube.

If you start with the standard EAS frequencies and slow down by 2%, you get the frequencies I measured. The commercial showed a cell phone. Am unsure whether WEA frequencies are mandated to be the same as EAS frequencies.
