[EAS] Where to send complaint?

While enforcement always has some level of interpretation and discretion, 
in my humble opinion looking at the entire advertisement in context, I 
don't think its reasonable to declare this a simulation of protected EAS 
or WEA alert tones.

The advertisement has a variety of electronic devices making a variety of 
error or malfunctioning sounds and video, and people expressing their 
frustration. Asserting that every beep, tone, modem sound is a simulation 
of protected EAS or WEA sounds seems to be a stretch.
