My first impression after reading the document was that whoever wrote it 
did not understand the primary responsibility of SECC's which is making 
sure alerts originated by authorized agencies are received by the 
broadcast and cable EAS participants, and ONLY the broadcast and cable 
participants. We have no jurisdiction over WEA, electronic billboards, 
POS displays or any other alerting avenue that the FCC does not have 
broadcast or cable licensing authority over.

The SECC's do not, and should not, have any authority over alert 
origination other than the required testing as outlined in the Rules and 
Regs.

My second thought was that this might be the way for the FCC to bridge 
the FCC-FEMA gap and exert influence in a silo outside of theirs. In 
reality, should everything in this document come to fruition, SECC's 
will by necessity have to become part of the SLTT Emergency Management 
agencies.

As always, if SECC's are expected to take on these responsibilities, 
sufficient funding is going to have to be attached or this entire 
exercise will be a non-starter.
