[EAS] Intergovernmental Advisory Committee: EAS - State Participation in SECCS

I know that some FCC people "lurk" on this list. I hope so. 

I simply feel that the FCC has already made up its mind on this issue by coming up with a solution on paper for a real problem by never mentioning that solving this problem, especially in large states with complex warning structures, takes time, effort and, dare I say, dollars for administration and travel expenses.

I am one of those who over the years have made my position clear to the FCC that the EAS support effort here in California is beyond the ability of our SECC to manage without help. We are still hoping for a new era of partnership with CalOES that became eroded over time, but without a long term plan to fund whatever mandate the Commission puts on us, the net effect may be to leave resignation as our only alternative.

I have similar hopes that the changes in personnel the FCC's PSHSB will be more open to not only working / listening to all SECC's, but to put back in place the EAS National Advisory Committee (NAC) we had when EAS began. As some of you may remember, the charter for the committee was not renewed, leaving the members without a workable forum.

We brought a lot of EAS Stakeholders together annually for meetings. One of the lasting contributions when the NAC was still alive and breathing was the agreement with NPR for PEP reinforcement.
