Well, broadcasters at least have (had) a studio to make announcements.

Cable TV and IPTV operators are lights-out with no studios to make 
on-air announcements. When I was trying to create an EAS architecture for 
IPTV, I was a bit stumped what to do with this requirement.

The FCC staff wouldn't answer questions about how to comply with this 
requirement in 2005.  The FCC staff just told me to go talk to our 
corporate attorney.  As you might imagine, the corporate attorney didn't 
know either.

Eventually, I came up with a janky, duct-tape way to do something. But I 
have no idea if it would have worked in practice. Just another edge-case.
