Why not group multiple stations onto one Sage? A Sage has four outputs which can serve 4 stations, and if AM/FM combos are involved, one Sage could serve up to 8 stations, as long as they are all owned by the same licensee and operating from the same studios, according to Part 11 rules. That would cut down on some of the work and expense. 

11.51 (l) EAS Participants that are co-owned and co-located with a combined studio or control facility, (such as an AM and FM licensed to the same entity and at the same location or a cable headend serving more than one system) may provide the EAS transmitting requirements contained in this section for the combined stations or systems with one EAS Encoder. The requirements of § 11.32 must be met by the combined facility.
